Human-Dalek Hybrids are a name given to two seperate species that have existed, both of which were spawned by the Cult of Skaro. They are genetic mutations using the genes of both Humans and Daleks.
The Dalek Sec Hybrid[]

This Hybird was a combination of Dalek Sec and a human called Mr Diagoras, who was in charge of building the Empire State Building. Only one of these hybrids have ever existed. This Hybrid showed differences from both Diagoras and Sec, being both passionate and caring. He sacrificed his life to save the Doctor from Dalek Thay's blaster fire.[]
Human-Dalek Army[]
This was an army of Human-Daleks that looked like humans but had Dalek DNA inserted into them, rather than a transformation of the flesh combining Human and Dalek. The Human-Daleks were supposed to have a combination of Human and Dalek DNA, but a bit of tweaking by Dalek Caan caused the entire gene pool to be composed of Dalek DNA. The Cult of Skaro planned to use a lightning strike on the Empire State building to fuse the DNA into the Human bodies, but the Doctor got in the way of the strike and thus added some Time Lord DNA to the mix.
Because of this, the Human-Daleks refused to obey orders and even openly criticised the Daleks on their methods. Because of this, Dalek Thay ended up striking down one of the Human-Daleks in a rage, and this, coupled with the fact that he had murdered Dalek Sec (accidently or not), caused the Human-Daleks to openly rebel.
Their battle tactics were less than admirable - they decided to line up and shoot at Dalek Thay and Dalek Jast repeatedly, slowly eating away at their shields. However, this allowed the two experianced Dalek warriors to simply shoot back at them, killing one with every shot. The Human-Daleks eventually prevailed, however, and the two Daleks were destroyed.
This upset Dalek Caan a little bit, so he immidietly used a built-in destruct program to terminate all the Human-Daleks in one genocidal flick of his gunstick. This was one of the acts that weighed on his developing conscience which eventually culminated in his madness.
